Why the formulas disagree

They were fitted to different data sets in different decades, and they weight height differently - Devine adds 2.3 kg per inch, Miller only 1.41. For a person a few inches over 5 feet the results can span 5-10 lb (about 2-4.5 kg). None is “correct”: they are four reasonable estimates of the same fuzzy idea. The older Hamwi and Devine formulas tend to run a little higher for tall people than the newer Robinson and Miller ones.
